Request to Confirm the “Operational Policy” for Niconico Terms of Use and Niconico Action Guidelines
Niconico operates in compliance with Japanese laws and regulations, keeping its self-regulation as a service to a minimum. However, with the changing times and the diversification of devices, it has become necessary to take comprehensive measures that consider not only Japanese laws but also recent social conditions, international circumstances, and foreign laws.
After careful consideration, we are reviewing the scope of regulations to ensure the continued operation of Niconico and its services, while maintaining our compliance with Japanese laws. This includes revising regulations on content that may violate foreign laws or offend public order and morals.
As a result, on Wednesday, October 30, 2024, we will partially revise Niconico Terms of Use and Niconico Action Guidelines.
Additionally, from the same date, we will implement usage restrictions for certain services when access is determined to be from outside Japan.
Regarding the Review of the Scope of Regulations
The review of the scope of regulations for Niconico’s overall services will be gradually implemented starting from the revision date of the Niconico Terms of Use and Niconico Action Guidelines on “October 30, 2024 (Wed)” (hereinafter referred to as the “Revision Date”).
For example, for the content listed below, we will review the scope of regulations and take necessary measures, including deletion, based on a comprehensive evaluation.
Additionally, the scope of regulations will be updated in response to changes in social conditions, international situations, and amendments to laws and regulations both domestically and internationally.
・Content that is or appears to be intended for or involved in excessive violence, suicide, self-harm, promotion of terrorism, or manufacture or sale of illegal drugs or weapons
・Any other content that may violate the laws, rules, or regulations of the country or region in which it is accessed or posted.
Furthermore, the review of the scope of regulations will not be limited to the content itself but will also include comments and remarks related to such content in the future.
Regarding Usage Restrictions for Content Subject to Deletion Due to the Review of the Scope of Regulations
The review of the scope of regulations applies not only to content uploaded after the Revision Date but also to that uploaded before the Revision Date.
Whether usage restrictions such as upload bans will be imposed in addition to deletion will differ depending on whether the content was uploaded before or after the Revision Date, as outlined below:
■For content uploaded before the Revision Date that becomes subject to deletion due to the review of the scope of regulations:
Only deletion will be applied, and no additional usage restrictions such as upload bans will be imposed.
■For content uploaded after the Revision Date that becomes subject to deletion due to the review of the scope of regulations:
In addition to deletion, usage restrictions such as upload bans will also be imposed.
■For content uploaded either before or after the Revision Date that becomes subject to deletion due to reasons such as copyright infringement (regardless of the review of the scope of regulations):

・Some features will become inaccessible or unavailable for display.
・Certain genres will no longer be available for selection on the Video TOP page and ranking page.
*You will still be able to upload videos, but some genres will no longer be selectable in the genre settings.
*Even if the “Display Sensitive Content on Some Devices” setting (Japanese Only) is turned on, these usage restrictions will apply when access is determined to be from outside Japan.
【Smartphone Browser】
All services will become unavailable.
*To watch or upload videos by using your smartphone, please use the Niconico Video application
■ニコニコ静画（Niconico Illustrations and Manga）
All services, including viewing, posting, and displaying on the Seiga(静画) top page, the Illustrations(イラスト) top page, illustrations, and comments, will no longer be available (for both PC and smartphone browsers), except for Manga(マンガ).
*Manga(マンガ) will remain accessible as usual, even when access is determined to be from outside Japan.

Some videos within Niconico Channel pages will no longer be available for display.

Watching and displaying some user videos and channel videos will no longer be available.

However, I can’t log in because of the password reset as part of enhanced security measures, and I’ve already contacted customer support for a password reset but haven’t received a response yet.
