Introduction

Ikebukuro Halloween Cosplay Festival (hereinafter referred to as this event) is an event held in a public place.
Please be aware that the general public, including non-participants who are not familiar with cosplay, will be in attendance, so please understand that not everyone who has read the rules for participation in this event will necessarily be present at the event venue.
For those participating in cosplay or as photographers, please read the following rules of participation carefully and be sure to follow the instructions of the staff on the day of this event.
If you do not follow the rules for participation, it may be difficult for us to continue to hold the event in the future.
We ask for your understanding and cooperation in complying with the following rules so that everyone can enjoy the event safely and securely.
*It is possible that you may be reflected in photos or videos of non-participants.
*If you are cosplaying with a specific motif or character, please respect the image of the motif or character and cooperate so as not to cause any inconvenience to those around you.

[What is a public place? ]
Public places are defined as parks, stores, roads, and plazas that are used by the general public other than participants.
This space will be used by the general public other than participants, so please be careful not to cause any inconvenience.

・Participants must be 18 years old or older to participate in IKEHALO Night. *High school students are not allowed to enter.
You will be asked to show your ID card to confirm your age at the reception desk upon entry.
・Other participation rules will be based on this page. *Excludes age restrictions and venues.

[About participation]
・If you are participating in cosplay, please purchase a cosplay registration ticket in advance.
・If you are participating as a photographer, please purchase a photographer (photography) registration ticket in advance.
・If you have a ticket, you will receive a “participation certificate” at the reception on the day. During the event, please be sure to carry your “participation certificate” so that it is visible. Staff may ask those who did not see their participation certificate.
・If you are just watching the event without cosplaying, or are just passing by and taking photos with your smartphone, there is no need to purchase a ticket. There are some areas where only those with tickets can enter.

[About age restrictions]
・Children under elementary school age may participate in the event only if accompanied by a guardian.
・Children under elementary school age are not allowed to walk alone. Children must be accompanied by a parent or guardian at all times while participating in the event.

◇Participation for elementary school students and younger
・Elementary school students: Paid (kids ticket: 500 yen), preschoolers are free.
・If accompanying parents also cosplay, a separate participation fee will be charged.
・Preschool children may use the changing room of the same gender as their guardian. *At the management’s discretion, we may refuse entry to the changing rooms for people of the opposite sex.
・Kids ticket reception and changing rooms are on the 2nd floor of the Higashiikebukuro Ward 4 Residents’ Meeting Room.

[About tickets]
・Reception start time varies depending on the ticket type.
・Please refrain from arriving earlier than the reception start time, as this may cause a nuisance to the general public and the surrounding area.
・Tickets cannot be canceled, changed, or refunded for any reason.
Also, please note that we will not be able to respond to your inquiries.
・Premium ticket holders will not have priority in line after general ticket acceptance begins.

[About Premium 3DAYS Ticket]
・Premium 3DAYS tickets can only be accepted on the first day of your visit, and there is no need to apply for each day.
・Please bring the “participation certificate” on the next day as well. If you forget, you will not be able to participate.
・Reception is expected to be crowded on October 26th (Sat) and October 27th (Sun). We recommend that you apply by October 25th (Friday).
・During the event period, you can leave your luggage in the luggage storage area (cloakroom) throughout the day.
If you are leaving your luggage for a day trip, please leave it in the designated space.
However, luggage cannot be deposited or received outside of cloakroom hours.
*If you are checking in your luggage as regular baggage, please leave it at the regular luggage storage area (cloakroom).
・Up to one piece of luggage per person can be checked in per day. Be sure to store it in a case or bag.
・We cannot accept the following items such as valuables, food and beverages, and dangerous goods.
　We may check the contents when you leave your package.

*High-value items such as cash, cash cards, prepaid cards, securities, jewelry, precious metals, calligraphy, paintings, antiques, etc., and items that are valuable to the user.
*Items that are easily damaged
*Dangerous substances such as volatile or toxic substances or explosives
*Illegal items such as stolen goods, firearms, swords, etc. Items that are prohibited from being possessed or carried by laws and regulations.
*Things that may stain or damage the surrounding area
*Things that may be used for crime
*Things that emit odors, unclean things, rotting deterioration
*Animals
*Other items deemed unsuitable for storage

About shooting

[About photography, video shooting, and interaction]
・Photographing must be done with the mutual consent of both the subject and the photographer. Photography is only possible with mutual consent.
If a member of the public other than the participants is asked to take a photo, please cooperate with taking a commemorative photo.
When conducting full-scale photography, please mutually confirm your participation certificate for this event.
・When taking photos, videos, and interacting with others, please behave in moderation so as not to make others feel uncomfortable.
・Please refrain from taking photos while walking, dancing, running, or other strenuous movements as this may cause inconvenience to those around you.
・The organizer and venue will not be held responsible for any troubles caused by posting photos or short videos on SNS.
・Please refrain from occupying the shooting location for long periods of time. There is a possibility that the staff will contact you.
・Please take care to ensure that other participants and members of the public other than the participants are not reflected.
・Please refrain from using excessively large telephoto lenses or lighting equipment.
・Please refrain from using a tripod in areas other than the designated areas.
・You can use the reflex board as long as it is a handheld type or one that is integrated with the camera and does not take up a lot of space.
・Please refrain from taking photos using large equipment that may obstruct traffic.
– If we discover hidden photography or infrared photography, we will delete the data on the spot and report it to the police.
・Please obtain the consent of the subject before posing for a photo, shaking hands, or engaging in physical contact when taking pictures with each other.

[The following actions are prohibited]
・Photography using large equipment that obstructs the passage of other participants or the general public other than the participants.
・Bringing a stepladder
・Shooting in men’s and women’s changing rooms and restrooms
・Shooting at the entrances to changing rooms and restrooms, and at angles of view that reflect the interior of the room
・Shooting for a long time or shooting that may be a nuisance to those around you
・Shooting from an excessively low angle
・Secret photography, filming without the consent of the subject
・Adult photography
・Uploading to the Internet, posting or publishing in magazines or books without the consent of the subject
・Commercial use or use of photos taken at this event for commercial purposes
・Climbing trees, unstable structures, or other objects that should not be stepped on.
・Photography while walking
・Intense movements such as dancing and running
・Reflections of other participants and members of the public other than the participants
・Acts of playing music, etc.

About cosplay

[About costumes, changing clothes, and props]
・Please change your clothes in separate changing rooms for men and women. Entry into the changing room by members of the opposite sex is strictly prohibited.
However, in the event of an emergency, staff of the opposite sex may enter the changing room.
・We do not answer the question “Are there any problems with this character’s costumes and tools?”
Please check this page and the FAQ page and wear them at your own discretion.
If the costume is deemed to be unpleasant to those around you, you may be contacted by our staff.
・Please refrain from wearing makeup that may disturb other participants or the general public, or wearing costumes that may stain the venue.
・Please refrain from wearing real military uniforms or arranging real military uniforms. (Fictional things that appear in manga or anime are acceptable)
・Please make sure that bloodstains, blood, bruises, etc. are completely dry before wearing so as not to stain the surroundings, venue, etc.
・Please make sure to remove BB bullets etc. from model guns and make them in a non-fireable condition.
・For cosplay involving official mascot costumes or mascot costumes that could be mistaken for the real thing, you may be contacted by our staff.
In addition, as a rule, it is prohibited to move around while wearing masks, helmets, etc., which obscure your true face.
If you have difficulty putting on and taking off your mask, helmet, etc., please have a caregiver accompany you when moving.

[The following actions are prohibited]
・Changing clothes and applying makeup outside of changing rooms, such as in nearby stores and restrooms
・Use of hair sprays and mist inside and outside the venue
・Wig cutting inside and outside the venue, in changing rooms, restrooms, etc.
・Arriving and leaving the venue in cosplay
・Wearing uniforms of current police officers, Self-Defense Force members, firefighters, or other public servants, as well as those of domestic or foreign government agencies or security guards. Additionally, wearing costumes that are indistinguishable from such uniforms
・Wearing revealing pants or costumes that can easily be mistaken for underwear
・Wearing costumes with metal spikes or other dangerous decorations that may cause injury to others
・Wearing masks, helmets, etc. that obscure your true face outside of the photo area
・Possession of any item or act that is offensive to public order and morals
・Bringing in items that may cause injury to others, or that may stain or damage the surroundings
・Bringing in dangerous props, such as real knives, real swords, model guns that can be fired, etc.
・Use of props such as imitation swords, firearms, dangerous objects, rackets, balls, etc. for purposes other than photo poses
・Acts of pointing imitation swords, firearms, dangerous objects, model guns, etc. at people
・The act of actually making sound using props such as microphones, musical instruments, radio cassette players, etc.

[About exposure criteria]
・If you do not meet the exposure criteria, you may be prohibited from participating in cosplay.
・If you are wearing a costume that shows the lower part or side of your breasts, please wear underwear or body foundation.
・Please wear spats, stockings, etc. so that your underwear is not directly visible.
・If you are wearing a costume that is highly revealing, please be sure to wear a jacket or stole while moving.
・For costumes in which women are wearing men’s costumes with large bare chests, please wear body foundation or B-holders.
*For men, there is no restriction on exposing the upper half of the body, but please wear a jacket, etc. to avoid exposing your body when you are not being photographed.
If the costume is deemed to be unpleasant to those around you, you may be contacted by our staff.

[The following actions are prohibited]
・Costumes that are offensive to public order and morals or obscene
・Costumes that are excessively revealing, show underwear, or could easily be mistaken for underwear
・Costume without underwear
・Costumes that show underwear through the chest, armpits, or other openings in the costume or that are transparent.
・Costumes that are too low-rise

[About cross-dressing by men]
・Please be sure to apply makeup and eyebrows, etc., and be careful not to spoil the character’s image.
・Please remove exposed hair such as armpit hair, shin hair, and beard.
・Avoid exposing your bare legs and wear tights, stockings, spats, etc.
・Cross-dressing that creates a feeling of intimidation or disgust is prohibited.

[About luggage storage (cloakroom)]
・After checking in your luggage, you will receive one ticket stub per item.
・When picking up your luggage, please present both the ticket stub and the tag attached to your luggage to the staff at the luggage area.
・Please keep the ticket stub so that you do not lose it.
・If you lose your ticket stub, your luggage will be handed over to you after all other participants’ luggage has been handed over.
・Please be sure to take care of your valuables. We are not responsible for any loss or theft.

Notes on each venue/content

[Prohibited matters when passing by or entering a store]
・When moving from one place to another, please take care to keep imitation swords, firearms, and other dangerous objects in your bag so that they are not visible from outside.
・When moving, please keep props such as rackets and balls in your bag so as not to disturb others.
・As a general rule, it is prohibited to move around while wearing masks, helmets, etc., which obscure your true face.
If you have difficulty putting on and taking off your mask, helmet, etc., please have a caregiver accompany you when moving.
・Entry to stores within the area where this event will be held may be refused depending on the store’s discretion.
・When entering the store, please remove your mask, helmet, etc.

・Drinking and smoking while cosplaying in student uniform

[About boarding the Ikeharo exclusive IKEBUS]
・You can only board the Ikeharo IKEBUS while dressed in costume. You cannot ride on regular IKEBUS route buses.
・To board the Ikeharo exclusive IKEBUS, you need to purchase either the Premium 3DAYS Ticket or the Premium Ticket.
When boarding the Ikeharo exclusive IKEBUS, please show the premium ticket participation certificate (cosplay registration/tote bag, photographer registration/wristband) that you received at registration to the bus staff.
・Premium Ticket holders can board the bus as many times as they like during operating hours, but depending on crowd conditions, you may not be able to board.
・Please line up in a single line at the bus stop so as not to disturb others.
・The bus stop is also used as a public passage. Therefore, please be sure to remove any decorations, weapons, or props that may obstruct or cause a nuisance to the public and store them in your bag.
・Please be considerate of those around you when boarding the bus.
・Please refrain from boarding the bus if you are wearing any color-migrating clothing.
・Please be sure to use a crosswalk when crossing the road after getting off the bus.
・Please refrain from moving inside the bus while it is in operation.
・Please be careful when taking pictures on the bus.
・Please follow the instructions and precautions that will be provided in the future.
・Please follow the instructions of the bus staff and driver.

[About the use of Sunshine City]
・In principle, you can enter the stores in Alpa and Alta.
・Please refrain from entering the store for any purpose other than shopping, eating or drinking, or handling the products.
・Depending on the store’s discretion, you may be asked to refrain from entering the store.
・Please be careful not to cause any inconvenience to the general public.
(*Starbucks Coffee, Family Mart, and Subway, whose names are not listed in the list of participating stores, can still be used.)

・Photography inside Alpa and Alta
・Bringing alcoholic drinks into the hall

[About the use of Sunshine Aquarium]
・During this event, you can enter the aquarium in cosplay.
However, admission requires a separate web ticket or annual passport for the date and time of the aquarium.
・For the route to the aquarium, please see the information in Sunshine City.
・Tripods, reflectors, and lighting equipment may not be used. As with the general public, please only take commemorative photos.
・Please refrain from taking long pictures or doing anything that may disturb the general public.
・There are some areas in the aquarium where flash photography is not allowed. Please check the notice board inside the building.
・Weapons such as imitation swords and firearms, as well as props imitating dangerous objects, should be carried in a case or bag.
・Please follow the instructions of the aquarium staff and be considerate of those around you.

[The following actions are prohibited]
・Entrance in cosplay where the real face cannot be seen due to wearing a mask, helmet, etc.
・Photography using weapons such as imitation swords and firearms, and props that imitate dangerous objects
・Photography inside the aquarium shop Aqua Pocket (product sales store) and Tully’s Coffee store
・Commemorative photo taken during the discovery of each creature in the aquarium

Other notes

[Other notes]
・The venue layout, time schedule, etc. are subject to change without notice.
・In the event of an emergency, please follow the staff’s instructions and remain calm and do not panic.
・In the event of an emergency such as injury, or poor physical condition, the cost of arranging an ambulance, etc. will be borne by the party concerned.
・Please take care of your valuables. We are not responsible for any loss or theft.
・The parties involved will be responsible for any damage to items inside the venue or to the venue itself.
・This event, its management, and the venue will not be held responsible for any disadvantages or accidents caused by the content or type of cosplay or venue conditions.
・On the day of the event, various photo shoots and video recordings will be conducted by official photographers and reporting media.
Please note that you may be exposed or featured on TV, newspapers, magazines, websites, etc. without prior notice.
If you see someone reporting without the “coverage pass” issued by this event, please notify the nearest staff member.
・If you wish to participate in an event held at the same time, please follow the rules of each event.

[Other prohibited matters]
・Trouble between participants, or other acts that are deemed dangerous, a nuisance, or a violation of the rules at the discretion of the event staff (regardless of the reason)
・Defacing or damaging the venue, etc. and acts that cause a nuisance to others, such as throwing or brandishing objects.
・Eating and drinking inside Sunshine City or outside of restaurants where you can enter.
・Entering inside plants, flower beds, and prohibited areas (including props and equipment)
・Bringing in flags that symbolize the region, such as national flags and ward flags
・Use of outlets and power supplies
・PR activities for companies and organizations without permission and filming for commercial purposes (photography, video shooting) within the event
・Unauthorized sales activities, interviews/solicitation activities, distribution of flyers, etc. at the event
・Street drinking
*If any nuisance or illegal behavior is discovered, we will take measures such as forcibly leaving the venue, data deletion, and equipment confiscation.
If we do not receive your understanding, we will notify the appropriate authorities and refuse you any future entry to this event.
We will judge that your participation in this event will comply with the above rules.
